An illustrative medium-to-large companion dog, of the Labrador type, used as a reference point to test whether a size or breed limit is arbitrary.

Benchmarked at approximately 20 to 35 kg and up to 60 cm at the shoulder, comparable to a Labrador Retriever, Golden Retriever, or Standard Poodle. It is a reference point, not a breed list.

A policy that would exclude a dog within or below this benchmark, without a specific and stated justification, is presumed to be unreasonably restrictive.

Roch Interpretation

The benchmark is the ordinary, well-socialised family dog of Labrador size. If a policy would shut out a dog like that for no stated reason, it is presumed too restrictive.

Examples

Compliant A policy accepts a 32kg Labrador on behaviour, treating the benchmark dog as a normal resident.
Not compliant A weight cap of 15kg excludes the benchmark dog with no specific justification given.
