Any rule that limits the dogs a resident may keep by reference to breed, type, physical size, or weight, whether written or applied in practice (for example "no dogs over 20 lb").

Such a restriction meets the standard only where it is required by applicable law and disclosed with its legal basis, or specifically justified for an individual home by stated physical or safety constraints.

It is distinct from a reasonable condition such as a limit on the number of dogs.

Roch Interpretation

A breed or size rule only passes if the law forces it and that is disclosed, or a specific home genuinely cannot accommodate the dog. Otherwise behaviour decides, not weight on a chart.

Examples

Compliant A weight limit imposed by a head-lease is disclosed with its legal basis identified.
Not compliant A blanket 'no dogs over 20lb' rule is applied with no legal basis and no home-specific reason.
