Common areas are distinct from a resident's private home and from staff-only or back-of-house space.
Roch Interpretation
Common areas are the shared spaces everyone uses to get to and from their homes. A dog has to be able to move through them safely and use them under sensible rules.

Compliant
The lobby, lifts, and shared garden are treated as common areas with clear, consistent dog rules.
Not compliant
Dogs are barred from every shared space, leaving no usable route or relief area in the building.
