The way in and out has to be safe for a dog to use, not a hazard the resident has to brave daily.

Examples

Compliant Stairs and lobby have safe, non-slip surfaces a dog can use without risk.
Not compliant The only route out is an open metal grille staircase a dog cannot safely walk.
