A residence holds one of three statuses.

Certified: assessed and meets all requirements. Not Yet Certified: assessed and does not currently meet one or more requirements. Not Assessed: has not completed an assessment, the default state, carrying no implication either way.

Roch Interpretation

There is no public 'fail'. A residence is Certified, Not Yet Certified, or simply Not Assessed, and the default Not Assessed says nothing for or against it.

Examples

Compliant A building that meets every requirement is listed as Certified; one still missing a requirement is Not Yet Certified.
Not compliant A provider that never completed an assessment claims a Certified status it does not hold.
