At the level of the whole property the outcome is expressed as a certification status, not as a bare "fail."

Roch Interpretation

Each requirement is binary, met or not met, with no half marks. The whole property's result is then reported as a certification status rather than a blunt fail.

Examples

Compliant Each requirement is scored met or not met, and the property's overall result is reported as a certification status.
Not compliant An assessor awards 'partial credit' on a requirement that is plainly not met.
