It is conformant only as a small, defined, cost-reflective administrative amount; a non-refundable fee materially higher than the genuine cost it represents is non-conformant.

Roch Interpretation

A small one-off admin fee that covers a genuine cost is fine. A large non-refundable fee with no real cost behind it is a deterrent dressed up as a charge.

Examples

Compliant A small one-off admin fee covering the genuine cost of processing a dog application.
Not compliant A large non-refundable 'pet fee' with no relation to any actual cost the provider bears.
