Where this standard means specifically the person named on a lease, it says tenant. A resident is distinguished from a guest: a guest stays in accommodation, a resident lives in a home.

Compliant
A family renting a flat as their home, with their dog, are residents covered by this standard.
Not compliant
A traveller booking a week's stay in a serviced apartment is a guest, not a resident, and falls outside this standard.
