Any landlord, operator, or governing body that sets the terms on which dogs may be kept in a home occupied long-term.

Any person or body that sets the terms on which dogs may be kept in housing occupied as a resident's home on a long-term basis: private and social landlords, build-to-rent and multifamily operators, and the governing body of owned or shared housing (a condominium, strata, co-operative, or homeowners association).
It does not include short-term or holiday lodging, which falls under the Dog Friendly Standard (RDFS).
Roch Interpretation
If you set the dog rules for someone's long-term home, you are a residential provider under this standard. Holiday and short-stay lodging belong to our hospitality standard instead.
Examples
Compliant
A multifamily operator running long-term rented flats applies the Roch Dog Residence Standard to its dog policy.
Not compliant
A holiday-let host claims to meet this standard, when short-stay lodging falls under the separate Dog Friendly Standard.
