A homeowners association, condominium or strata corporation, co-operative board, or similar governing body that sets rules binding on residents.

A community body is a residential provider under this standard where it sets the terms on which dogs may be kept.

Roch Interpretation

A residents' association or strata board counts as a provider whenever it writes the dog rules. The standard applies to whoever holds that power, not only to landlords.

Examples

Compliant A condominium board publishes its dog rules and applies the standard to the bylaws it sets.
Not compliant A homeowners association passes a blanket 'no dogs over 25lb' bylaw and claims the standard does not apply to it.
