Roch Interpretation
A residents' association or strata board counts as a provider whenever it writes the dog rules. The standard applies to whoever holds that power, not only to landlords.

A condominium board publishes its dog rules and applies the standard to the bylaws it sets.
Not compliant
A homeowners association passes a blanket 'no dogs over 25lb' bylaw and claims the standard does not apply to it.
