The principle that a new or changed dog rule does not apply retroactively to a dog already living in the home, provided that dog has no documented history of serious nuisance or aggression.

A property adopting the standard does not require existing residents to remove or re-apply for an already-resident dog.

Roch Interpretation

You cannot move the goalposts on a dog that already lives there. A new rule applies going forward, not to a settled dog with no record of trouble.

Examples

Compliant A new size limit applies only to future residents; existing dog owners are grandfathered in.
Not compliant A property adopts a new rule and orders existing residents to rehome a long-settled, well-behaved dog.
