A refusal of a specific dog on specific, documented grounds, such as the home being objectively unsuitable, a superior lease or covenant the provider must obey, or a demonstrated risk shown by that dog's behavioural history.
Refusal on grounds of breed, size, or appearance alone is not reasonable.
Roch Interpretation
A specific dog can be refused for a specific, documented reason. What cannot be done is refusing a dog purely for its breed, size, or looks.
Examples
Compliant
A dog with a documented bite history is refused on those specific, recorded grounds.
Not compliant
A well-behaved dog is refused simply because it is a large breed the manager dislikes.
