Conditions a provider may attach to keeping a dog that are specific, proportionate, and objectively justified, such as keeping dogs on a lead in common areas, a sensible limit on the number of dogs for the size of home, or evidence of vaccination.
Reasonable conditions are permitted; conditions that function as a barrier to keeping any dog at all are not.
Roch Interpretation
Sensible house conditions, such as leads in common areas or proof of vaccination, are fine. Conditions designed to make keeping any dog impossible are not.
Examples
Compliant
Dogs must be on a lead in shared corridors and have current vaccinations; both are easily met.
Not compliant
A 'condition' requires a six-figure liability bond before any dog can be kept, functioning as a ban.
