Certification is not a one-off rubber stamp. Anyone can flag a certified provider that has slipped, and Roch can review, require fixes, or pull the certification.
Examples
Compliant
A neighbour reports a certified building that has stopped maintaining its dog facilities, and Roch reviews the concern.
Not compliant
A certified provider ignores valid complaints and there is no route for residents to escalate them.
