The moment a person becomes legally bound to a home, such as signing a tenancy, exchanging on a purchase, or accepting a binding offer, and before any non-refundable fee is taken.
Anything the standard requires to be available before the resident commits must be available before this point.

This is the line the standard measures disclosure against. If something must be known up front, it has to be known before this moment, not discovered after.

Compliant
The full dog policy and every charge are disclosed before the tenant signs the lease.
